Q: Does the hard hat have a liner?

It has a plastic sizable piece on the inside. So you can fit it to the childs head. Keeps it from siding down over the eyes. But no not really a liner, so to speak.

Q: What are the eight pieces? I read the description, but it only lists interchangeable screwdriver ,wrench, pliers, hammer,and tool belt,storage pocket.

I gave this as a gift so I don't have it for reference but I think the screwdriver has both Philips and flat and the Mickey head is a belt buckle adding up to eight pieces.

No, it is securely attached on the belt. Although, you could cut the belt around it to remove it, if you just want toodles.

This is really cute and my toddler loves it. However, the tools don't actually stay in/fit in the loops very well. Once you take them out it’s kind of hard to get them back in.
